What exactly are you asking? -Is it a collection agency inquiry? Or is it just a standard hard inq. you don't recognize? Have you tried disputing it with the CRA?

As far as I know all they need is a "PERMISSABLE PURPOSE"...

EXPERIAN is easy to dispute inquires...TRANS UNION next...EQUIFAX~~~(WINNING THE LOTTERY 4 TIMES IN A MONTH AND HAVE YOUR TREE HIT BY LIGHTENING 4 TIMES IN A MONTH WOULD BE BETTER ODDS)...

As far as I know, collection agency inquiries are permissible if they are trying to collect a debt you owe. -If the debt is old (collection agencies keep terrible records), or truly non-exsistent, you could send them a validation letter (send CRRR) and if they continue to try and collect (send you collection letters), or don't mark the CA account on your report as "in dispute" or continue to pull hard inquiries on your report(s), you'll have them on one or more violations of the FDCPA. And you could then have grounds for sueing the CA, which in turn would work as ammo for you to get them to permanently delete your account with them.
