I had an old chargeoff with them from like '97 that I paid last year (had to for mortgage). Now I've been getting offers from them. I'm wondering do they have a "blacklist" so I'll never get approved by them again? Thanks.

It's only AFTER you apply that your ss# is matched against their blacklist.
yes they have a blacklist. remember citibank has many legs. citibank USA Citibank SD Universal Associates and then some but the lists aren't merged yet i bet.
