I just read the cardholder agreement and they charge the minimum of $20.00 for quasi-cash transactions like c2it.
Cypri, Thanks! To add to that -- Citibank USA so far has listed my C2it purchase a cash advance. The balance is accruing interest everyday since I did the transaction. ($7.00+ for a $300 purchase???). I'll find out if they'll reverse the finance charges when my statement cycles. Also - I tried to stop the cash advance clock by doing another C2it transaction to pay off the Citi USA balance. GUESS WHAT??? Citi USA rejected the C2it credit and bounced it back to my C2it account. C2it said that the Citi USA card must be a "debit card", though it isn't. Citi USA said that they don't accept any electronic payments on the account until after the first statement drops (I've never heard of a bank that did that). So the only way I can pay this off is to mail in a check to their payment processing center, thus allowing interest to accrue into next week.
No problem! BOA tried to pull a fast one on me Citibank does not accept electronic payments before the first statement. I remember when I first opened my account, I wanted to pay on before I left for vacation, they would not take an elecetronic payment, I just went into the branch and paid it. Citi USA just seems to be in its own world.
I forgot to add this about MBNA: A CS rep told me that as for now the C2it transactions are purchases, but MBNA is implementing new security systems that will get these purchases and tag them as cash advances in the near future. I don't know if it will be retroactive, when they do change over, so be forwarned!

I meant over the phone GEORGE. When I first enrolled for the Click to pay with Citi, it took several days before I could have an online payment processed and I was leaving so I really could not wait and I just wanted the bill paid before I left.
I understand what you're saying Cyprigirl re the 6 day wait for Citi to verify the bank account info - but Citi USA wouldn't even let me *access* the bill payment page, evidently until after my first statement is created. I'm upset b/c that means they get to make more interest money off of me while I have to wait for the post office to deliver my check. And all this, because of a cash advance transaction that was supposed to be a purchase! I wonder if I should just close this card and turn my AmEx Delta into a Hilton Hhonors platinum card. AmEx let me pay before my first statement dropped. So did MBNA. And I think Citibank would have after it passed the 6 day wait. Why is Citi USA so daggone difficult???
I personally think that Citi is too big and needs more coordination among its affiliates. I mean for you to have called up and the reps did not even know about C2IT being a Citibank entity is crazy. Although Citibank has began to treat me better, finally got bt rate after 7 months, I feel there are serious chinks in their armor.
