Fair Credit Billing Act

    I have been reading up on all the other acts but I have been somewhat negecting the usefullnes of these laws. The FCBA seems to be confusing about what if covers. It says that it covers open ended accounts. Does that mean that all other billing is not covered under federal law? I am not that weel versed in law but I would like to learn more. My situation involves a emergency room visit. I have been told that this would be considered a written contract. That would mean that all hospital bills would not be covered by this act. Are there any regulatory agencies in regard to non-open ended accounts?
