It's probably good enough to send a fax to any of the above, as intra-corporate mail should route it to the consumer dept.
I faxed Equifax a dispute at the 404-870-2566 number a week ago. I called to check on the progress and they had not received the fax. I did however have the successful fax transmission receipt.
The CSR who answered the phone, said that they did not accept disputes over fax but did take the disputes over the phone.
I would definitely recommend certified letter or calling in a dispute over the phone.
Experian was the same way, no fax number for disputes. TU was the only one who had a fax number for disputes.
