§ 616. Civil liability for willful noncompliance : has a few blurbs about fines for violations, caps at $1000 plus atty fees, punitive, etc... but then: § 621. Administrative enforcement: 2500 per violation, but basicly furnishers of information aren't imposed a cilvil penalty unless they have a track record of these violations. (OK, oversimplified but the basics of the sections are enough I believe) I'm really lost here.. Does 621 apply only under FTC enforcement?
