I settled an account with a CA over a year ago and they have failed to update the status and balance on the account with the CRA's. I hadn't found the board yet and stupidly settled without validation or negotiating removel of the item but they are still obligated to at least update the itme to a paid collection and show a zero balance, are they not? Thye have failed to update the account in any way since the settlement.

Does the failure of a CA to correctly update an account constitute a violation of either of these laws?

You need to dispute this with the CRA and perhaps the CA. Also, if you have the receipts or a letter from the CA, you can enclose copies of those as information to the CRA and hopefully it will update.
