I sent Berks Collection agency a validation letter requesting that they validate a debt that they say I owe.Two weeks later I get a letter in the mail with a bill from the doctors office which has my name on it.My question:
Is that bill considered a validation letter. If not can I send them a follow up letter requesting a true validation.

Should the bill have your signature then it probably
meets the validation requirement. If it's just a bill
then the answer is not so clear cut. Normal business
records are considered part of the uniform commercial code. Not all states follow the ucc, and
if your state has FCRA equivalent protections, the validation requirement may not have been met.

A bill don't prove that you owe it.
I can send you a bill will you pay me.
