After requesting a CA to validate on several ocassions and with no response - no deletion, and I wish to make a formal complaint to the FTC, is it best to use the on-line complaint form or should I send a registered letter to the FTC? If sending a complaint letter to the FTC about any violations by a CA or a CRA, what address and to whom should it be addressed to?
Save your money and do it online. The FTC doesn't act on an individual consumer complaint - basically you are throwing your name in the pile in case they want to go after this company at some point.
