American Pacific Bank 250$ minimum balance in their savings account gets you a secured card with a very low annual fee ($29 or 35). I hear that they report to all 3 CRA's as unsecured APR = 16 or 17%

Bank of America I believe has $300 minimum balance in their savings account for a card, more or less the same low annual fee, same APR, but reports as secured

After a year of good payment history you can receive an unsecured card from them

A good way to rebuild your credit if you pay off your balance monthly and on time

The "savings" account is set up for securing your collateral for a secured card. It is not for transactions. They should not require a Chexsystem inquiry for setting up a secured colateral savings account to secure a credit card. It just doesn't make sense to me at all.

You can check out secured cards with Wells Fargo as well as the others mentioned.

Last time I looked BofA had a $250 minimum. Try some credit unions too.
