GM turned me down

    There must be something that just got put on my equifax report because it says that I have a collection account. They are all paid. Doesn't that matter at all?

    Also, my utilizaton is too high. My student loans are killing me!

    You are correct, often it doesn't matter that a collection account is paid.

    That's why you see recommendations over and over again to get an agreement to delete in return for payment.

    In some cases, such as with some mortgage lenders, there is a requirement to pay all outstanding collections and that is sufficient for them, but our experience has been that often creditors look very negatively on paid collections, even older ones.

    And don't forget that the scoring models consider paid and unpaid collections to be the same - no difference.
