I think it is hard inquiry without AR. Dispute it if you don't apply for the card.

Wife has the card...it's her inquiry...

We e-mailed a question..."how long till I can get a credit limit increase...THIS IS NOT A REQUEST FOR YOU TO PULL A CREDIT REPORT"

Their answer~~~"Your limit is already $2,000 over the maximum"

2nd e-mail~~~Does that mean the answer is NEVER???

    Their answer~~~INQUIRY???

    George,

I think it means it is the max credit limit that your wife can get for her card. Did they told her that they have pulled credit before increase credit line? MBNA, First USA told me they have to pull credit report for increasing limit or lowering APR. If they haven't told her, it is illegal to pull her credit report without her knowledge. You can dispute the inquiry.
