If your creditor can find the bank account, then they can garnish it. However, Paypal accounts are definitely a bit harder to find than your typical checking/savings account.

401Ks, IRAs, and other retirement accounts are generally protected from garnishment, unless they can prove that you were investing money in your accounts to avoid paying them off. That's tough to do, so a 401K or IRA are relatively safe places for cash if you don't intend to use the money anytime soon.

How much credit card debt are we talking about here? Do you feel confident that you can land some kind of work soon and start paying down these debts?

$20K is going to be a difficult hole to dig out of with monthly income of about $400 and no savings. I would definitely recommend talking with a good BK attorney if you can't find good work soon. How much do you realistically think you can make through your eBay biz?
