    Hi!! Who knows what bank can send debit card to Kazakhstan or Russia for free???

    Try BCCI - Bank of Credit and Commerce International.

    Lincoln Savings and Loan (Ask for Charlie Keating)

    Cross Country Bank (Ask for Rocco)

    Bank of New England

    Continental Illinois Bank and Trust

    Drexel, Burnham, Lambert (Ask for Mikey Milkin, or Lowell)

    Not sure why you recommended BCCI - they went bust years ago over major fraud, the bank of england closed them down and anybody with any money in accounts lost everything.As far as I know they are no longer trading and are still in receivership
