Household &%$#$@! What To Do?

    So, I have a GM Card with a $20K limit. I had BT'd close to that amount on the initial offer. Recently, I paid off nearly $5K. Yesterday, I get a letter saying that they have reviewed my credit (EQ - my lowest score at 636) and that because "Payments are low compared to balance owed" and "number of accounts highly utilized" they have lowered my credit limit to $400 more than what i owe, or $16,005. Moreover, when I looked online, they jacked my rate from 9.99% on the remaining balance to 23.99%

    First, is this legal?
    Second, what can i do about it? When I tried to call to discuss, I get a message saying they have heavy call volume, call back. But only if I call from my home phone! I called from my cell phone, it went through, they ask for my card #, then i get the heavy volume message.

    If I had the ability to BT the rest out of there, i would, but have essentially no room on my other cards...ARRGH!!! HELP!

    Finally got through to them. The csr I spoke with said it had been done in error to a number of people, and the department to deal with it was closed on Sundays. Supposedly, if I call back tomorrow, they will fix it. Not holding my breath, based on what I have read about HH here in this forum, but maybe I'll be surprised...

    Well, of course when I spoke with THREE representatives today, I was told that the first rep didn't have aclue, and that there is nothing they can do.

    Ideas, anyone?
