I thought keeping my limit on my credit card under 10% it would raise each month, well it didn't raise this month, y?

If you just paid your card down, you might need to wait a bit longer for it to report. Give it another 30 days and you should see the boost you're looking for unless something else in your credit profile has changed. Further boosts on a month to month basis will come from continuing to keep your utilization low and always making on-time payments.

Down to 3% from what? I'm just curious.

All else equal, you should definitely see some kind of increase if you reduced your credit utilization to under 5%. Are you comparing FICO scores?

$500 credit card, only used 3% for the month n no change this month. Only paying for my equifax fico right now. Transunion has the same items reported so I assume its about the same . I had a 7,000 loan almost 3 yrs ago, always paid on time, I owe 3,000 left. If I pay it off now will my score jump? Or is it better to keep paying on time for 2 more years?

You may want to just keep paying your existing loan on time. Paying it off early won't necessarily increase your credit score, but continuing to make on-time payments most certainly will.
