How do I handle CA?

    Okay, this is a two parter.
    I've already read that it's legal to contact neighbors and ex-inlaws and so forth, but how do they obtain that info? I just got wind that someone has contacted my ex-husband, his father, AND his new brother-in-law (who doesn't even have the same last name). All these people want to know how the CA would get their information if they're on the "no-call" list. I don't have an answer to give them. I'm just assuming that the caller is a CA because I recently received a message myself where they have left a "reference #", but I have not returned the call as of yet.
    My second dilemma is: I have read that you should avoid talking to CA's so I'm not sure how to go about handling this and finding out what it's about without returning the phone call. I have not received any collection notices in the mail lately, so I have nothing in writing.
    If I do call, and it is a CA, do I claim to have no idea what their talking about and tell them to send me a verification letter??? How do you handle talking with CA's over the phone?
