    On average, does it really take 2-3 months for consumer credit reports to be updated?

    Whether it is common is irrelevant. The question you should be asking: "is it legal?"

    A CRA is obligated to update 30 days after receiving your dispute. An OC is obligated to notify the CRA within 30 days of receiving notice of your dispute.
