I live in Arizona and I need the pickiest lender in the State who uses Equifax. MUST get TD'd. Highest FICO is 601.
I live in Arizona and my Equifax report is littered with unsuccessful inquiries. How about American Express, Household GM Card, or Bank One?
BankOne has a bunch of cards, too. You can probably get a couple of declines for different cards from them.

Best way to do that is drive around town to different banks and ask what CRA they pull for personal loans. When you find one that uses EQX, apply for a $25,000 "personal" loan. When asked "What's it's being used for", say/write "Settle outstanding financial obligations". This should get you denied. BTW, I never tried this. Thought of it while posting.

I might add that if your highest score is 601, you don't need a picky lender to turn you down. Most lenders will turn you down.
