Can they still verify with the CRA even though they have not validated the account to me?

Any time validation is requested, the CA is to do two things:

a1. mark the account in dispute and
a2. provide validation as requested or
    b. remove the account from the report

They cannot verify without having done a2 FIRST.

If a disputed account is reported, the dispute notation is supposed to be reported as well. Or the CRA may choose to omit disputed accounts until the investigation is complete.

If unpaid they must validate before reporting.

If paid, they are not required to respond to validation. The key is in the latter case reporting/verifying is NOT continued collection activity. As LKH pointed out they ARE required to mark in dispute. (Great point LKH!)
