So, last year I paid my taxes to the State of Iowa online. I can prove this with my credit card statement. However, I have been continually harassed by the state collections claiming that I did no pay them. I did keep the letters. Aftekr each letter that I received, I called them. Each time they said, ignore the letters, it's paid, it just hasn't posted in the system. However, today I got a letter in the mail stating that it is an intent to levy. they treatened to garnish my wages and garnish my wages. I have had it up to here, and am considering legal action against the state. I have emailed the director of the department of revenue, and attached a copy of my Visa statement to him detailing the payment. I also sent the email from my school email and CC'd my work email so that any responses will be documented on a secure server. Any thoughts as to how to proceed?

First of all, for something as serious as delinquent tax payments, never rely on telephonic contact. You should have answered each contact with a letter (preferably certified) to show that you have been pursuing this matter. From now on, make sure everything is documented. I wouldn't rely on e-mail or phone calls.

That said, do you have records of who you spoke to and when? Absent that, you're going to have a hard time proving that you've even told them and tried to get this straightened out.

If I were you, I'd get a certified letter out to the contact on the letter you got with the information you've given here. I don't know if you'll be able to stop the garnishment or not. If not, you're going to have to fight to get your money back.

But from here forward, everything you do should be documented in writing. If you do talk to someone on the phone, get their name. Document the call with the date, time, who you spoke with and what was said. Send them a copy of the letter clarifying your call.

Got in touch with the head of the department and the head of the collections department. They sent me a letter stating that it's cleared.
