If i were to ask Discover for a lower interest rate, does this give them PP to do a hard inquiry? The card has a $1,000 limit, $0 balance. About three years old, paid to 0 late last year, one each 30 & 60 days late. The lates were over two years ago. Interest rate is 23

Just don't wanna get my hand slapped reaching for a cookie.

A credit card issuer has the right to pull a credit report any time they wish to, as long as the account is open. That is part of the card member agreement.

Does it make it right? No. But they do have permissible purpose to do it.

I've had some success in asking up front whether my request (cl increase, lower apr) will require a hard pull. If the CSR says yes, it gives me the option of deciding whether the pull is worth it.

Since reports can be poisoned at will by frivolous (OC) or vindictive (CA) hard pulls, regs as they relate to PP as well as soft vs. hard need to be modified. I know, preaching to the choir.

Perhaps it's time for the choir to sing a new song!
