Is CA allowed to charge fees?

We have an old debt from the water company. On the credit report it showed up as $56 but when I called the collection agency, they told me $91 was owed. I called the water company and they confirmed that the amount was $56, but said that the collection agency adds an annual service charge for servicing the account.

This doesn't sound right to me. Are they allowed to do this?

If so, don't I have the right to inform the CA that I wish to deal only with the original creditor on this matter?

Have you asked the WATER COMPANY to "TAKE BACK" the account from the CA and you pay the WATER COMPANY???

The WATER COMPANY will get $56.00 from YOU, or maybe $5.60 if their really LUCKY from the CA...

CA'S have been known to "BUY" for one to ten cents on the dollar (THERE IS NO WAY THAT THEY PAID EVEN $30.00 FOR IT)...

ADDED FEES??? If you DON'T know any better...they can collect them...

They can also set up a "SHARE" deal...the CA gets $XX.XX, the WATER COMPANY gets $XX.XX...(BUT ONLY IF THE CA ACTUALLY COLLECTS SOMETHING...IF THE COLLECT NOTHING...THEY GET NOTHING)...

This is part of what I'm trying to find the answer to. What are my legal rights, concerning either asking the water company to take the account back or telling the CA to cease and desist?

The end objective is to clear this off the credit report as well. If I tell the CA to cease and desist, do they have to remove their reporting as well?

Again, is this legal for them to do?
