If a debt is with a collection agency, the original creditor (OC) is not going to deal with you. The OC has collected its tax benefits under US tax law for bad debts, and "cut the ties" with the debt. You are now dealing with the collection agency. What has NCO done since their receipt of your DV request? You mentioned phone calls; is there any written correspondence?
Not based on what you describe. There is no requirement (30-day or otherwise) for a CA to respond to a request for validation. None. The FDCPA just probhibits "continued collection activity" until they respond with validation. You may never hear from them and that's just the way it goes. OTOH, they might just file suit. But, until something happens, there's not much you can do so don't sweat it until they call you, send information to a CRA, or send you validation.
