I am currently suing all three credit reporting agencies
in federal court for violating the fcra. Primarily the removal of negative information after seven years! There
seems to be an issue with paid tax liens, Are they removed
7 years after they are paid? Or Does the seven year period
begin on the date the lien was placed on my credit report?

The fcra is not clear on this one issue.

does anybody know were i could get clarification on this
    problem, except the ftc ?

In general, TAX liens remain for 7 years from date paid
There are some exceptions to this and you would have to check your state consumer laws...
for instance in NY State the lien is removed after 5 years from date paid. Also in NY state , tax liens on state taxes are considerded as regular civil judgments - just like other judgments, so the rules for paid judments applies to state tax liens as well.
Of course different states do things differently, and it would be wise to ask a tax attorney in your area!
