If drafting a complaint to file against a CA in federal court, if the CA has violated state statutes how should these be laid out in the complaint? Often, there are fines involved which are payable to the state, but not necessary punitive damages to the plaintiff. Are these types of things to be included in the complaint, or should this be handled another way, such as filing in state court or sending a complaint to the state?
