Okay will someone break this down for me as my other two posts didnt post...thanks!

    202. Cause of action accruing without the State. An action based upon a cause of action accruing without the State cannot be commenced after the expiration of the time limited by the laws of either the State or the place without the State where the cause of action accrued, except that where the cause of action accrued in favor of a resident of the State the time limited by the laws of the State shall apply.

    It's California's SOL Borrowing law..

P.S. is there anyway to increase the bandwith of this website during peak hours??

ok what this means is that if the SOL has expired either in CA or in the other state then a lawsuit can't be commenced.

except that the SOL in CA will apply to a resident of CA if that is more favorable to the CA resident
