   My fiancee has had a Providian Visa card for 2 1/2 years, and the APR is still at 23.99%. I read that some of you here were successful with writing to Providian via planetfeedback.com, and so I was wondering if you could outline what you said to them in your letters.    I told them that there was no way I could continue to carry a balance on my credit card with a 24% APR. They reduced it to 16% effective July 18. I have had the card for about a year.
