Lien on Title Opinion

    I'm dealing with an attorney right now who won't change his title opinion on a home being purchased because a lien(judgement) on the opinion was filed by the CA and not the OC who has agreed not to attach the lien on the home. The attorney has a partial release form signed by the OC but wont change the opinion because he doesnt believe it is valid because the plaintiff is the CA not the OC. The loan company needs the opinion to reflect this release. Any suggestions would be helpful! Are there any fed laws that supercede state judgements since the OC is working with us?
