Hey, maybe you should use an envelope that has a window, and print up the address showing through the window with the words "TO THE ORDER OF" in front of the agency name. They will quickly sign for it, belieiving it to be a payment, you know, one of THEIR tricks : )
Hal, looks like we are getting another poster in here with a great set of ideas and a lot of common sense. Namely you!
That's a really cute trick, and although it probably either needs or already has some refinements you haven't posted like using yellowish or orange or greenish tinted paper that looks like check paper, doing it on typewriter or whatever your embellishments may be, I'm hoping you will let us in on any that you might have.
One thing the orignal poster could also do is to take her postal receipts and go down to the post office and see why they have not been delivered or whatever.
