Can someone who is not on a credit account send a LTR to the OC requesting GW adjustment? Wondering if OC would ignore or write back saying can't "discuss" with author because they're not on account. Ex: Family member opens up acct for another family member, 'user' defaults once, good history since then, user then sends LTR explaining what occurred back then, to OC. OR should LTR just come from account holder.
