Medical Bill in My Name but NOT Under My SSN?

I have been dealing with a CA for a couple of months disputing 3 fraudulent accounts with AT&T (which I won't really go into here because it makes me so angry that this is even an issue since the 1st fraudulent account was opened when I was 17 years old, i.e. not legally old enough to enter a binding contract in Alabama). After submitting the dispute packages, I called to find out how the accounts were progressing. I was told that I had an account in delinquency from a physician's office from 2005. When I questioned further, the woman I was speaking with asked me to verify the last 4 digits of my SSN, and they did not match what was on this physician's office account.

I did visit this particular office, and all treatment I received was covered under insurance (which at the time was under my mother's insurance). The SSN on the account is my mother's, but the name on the account is mine since I was the patient.

Who is responsible for this bill in the end? Me or my mother? And whose credit is it affecting? Mine or my mother's? I've been told by 2 or 3 employees of this CA that I don't need to worry about this account since it's not associated with my SSN, but I have a suspicion that a lot of the people who work there don't know exactly what they're talking about.

And why did I not know about this until just now, 4 years later?

If you were a minor and on your mother's insurance plan at the time, she is responsible for the payment.

And since her SSN is the one attached to the collection, I wouldn't be too worried about it affecting your credit.
