I might have to relocate by the end of year 2004.
If I move to another country. Can I just call the cc to change the address so they can send me the bill. Or, would I have to reapply for a new card at that country?
    thanks

Don't know where you are moving, but keep in mind that some country's mail is um less than reliable. Even if they will mail you a bill to another country, you may not ever get it.

I'm from the UK and relocated to the US with my job about three years ago so I had this issue in reverse. Cards with online statements and online bill payments are the way to go. I still have and maintain some UK accounts to this day, all online. Some of the issuers (Amex is a good example) will transfer your US account to the country you move to (they transferred my UK account to the US). Keep in mind that if you use your US card overseas you'll rarely get a decent exchange rate though.

As I found when I moved to the US it can be tough to get new credit in the early days after you relocate as you have no local history. I found that by talking to the banks etc they often have special departments that are more geared up for "non standard" circumstances so it may be that you shouldn't apply through regular channels. Citi for example were happy to approve me for a card over here with almost zero US history at that time but I had to have my local Citi branch field the app for me through their internal contacts. Took a week or two but I got a Plat Select with a decent limit right from day one. To this day they remain my favorite issuer (and current best cl) as a consequence of their flexibility when we first got here.
    Hope this helps.
