It has been 20 days since I sent NCO a CRRR validation and I have not even gotten the green card back. Question:

Should I wait the 30 days then send 2nd letter CRRR trying to build a case for non responsiveness?
    or
Should I try same letter again and send via FEDEX to try and get any kind of response out of them I can?

I assume I will get the letter returned by the USPS shortly for non acceptance since I have not gotten the green card yet.

I would send the the estoppel at 30 days. You don't want the ca to respond. Then if they fail to validate, you have a valid dispute with the cra's, especially after sending 2 letters in 60 days and them failing to respond.

What happens if they refuse to accept the estoppel letter?

NCO did not respond to any of my requests for validation, but continued to list the debt during the time of dispute. Long story short-Its off my reports now. Keep your records, and give them enough rope.....
