According to the "Summary of Your Rights Under the Fair Credit Reporting Act" sheet that is included with credit reports from CRAs, it states the following

"Your consent is required for reports that are provided to employers, or reports that contain medical information. A CRA may not give out information about you to your employer, or prospective employer, without your written consent. A CRA may not report medical information about you to creditors, insurers, or employers without your permission."

Does this mean that all medical collection accounts should not show up when a potential creditor pulls up report?? It is visible on the credit report I just received from CSC. Should it be something that only I can see?

You are misinterpreting the statement. All it says is:

1: You must give consent for anyone to pull your credit file. This is called "Permissible Purpose".

2: The CRA cannot tell anyone about your sex change operation (medical information) but can tell the world you didn't PAY for it (debt information).

That is correct. Medical debts do show up on your report. I had a medical debt on my report that was due to fall off in 6 months anyway. I disputed it as 'not mine' and it was deleted.
