You don't need any silly letter. What you need is a good lawyer. Reaging of the debt is highly illegal and could result in a huge damage award. One in California got a $2 million judgment against them for doing it. FTC filed the case on them and then let them off the hook with only a cease & desist agreement so don't look to do anywhere near as good as the FTC did but you sure ought to land a big one if you get the right lawyer. First one I would try would be David Szwak whose name you can find by doing a search on the board.
