Need to BT, need some help

I have about $7000 I need to transfer from a closed acct (by credit grantor 2+ yrs ago). It is going up to 16% from 10% and I have been fighting it out with them, but I am lookin like the looser!

What would be the best BT card for me?

fico 629 (have accts in dispute currently for lates)
exp 747
tu 808

My utilization is excellent, I just have that $7000 and a student loan ($10,000) and a CU car loan for $5500.

Which card looks good for me? Citibank has a good BT card and BofA has a good offer for existing customers so I don't know which I should go for- open a BofA and hope they send the offer.
