What kinds of legal problems do I open myself up to if I change my address from a 4 year sol state to a 3 year sol state with one year left to go until past sol? I would be acquiring a Wash address, leaving a forwarding address and everything, with a couple CC debts that'll be past Cal sol early next year. Is this a terribly bad idea?

If you still LIVE in the state with the higher SOL it isn't going to really do anything for you. One exception is that if you manage to get your address changed to state that has more restrictive credit reporing limits (like New York) then you might have a shot.

What you might end up doing is making it harder for someone to actually find you and serve you.

Which is a good way to end up with a default judgment!

No argument from me... That's a good point.
