Does it still work? I'm reading a lot of chatter about it on this board, but notice that it's from 2002-2003. I'm guessing that the OC's and collection agents know all about it by now and it's not as effective. Is this the case? If so, is there another letter out there that's working these days?
It is not so much the "letter" these days, but actually taking the legal action! The "Nutcase letters" have lost their impact the last few years, OCs,CAs and CRAs receive so many now, the "bark is worse than the bite". You almost have to jump straight to filing the case to make an impact. Many of these are not looked at as empty threats. So, you can send a "Nutcase Letter", but the key thing is to ready to actually follow through and take it to court.
