Can they report the account twice on my credit report? I have 2 accounts being repoted by the OC as well as the CA. Can they do that?

Yes, they sure can. I'm guessing one is a charge-off by the OC and the other is a collection from the CA.

    Joshua,

Is the CA bound by the same reporting period (7 years + ~180 days from DOFD) as the OC?

They can both be listed, however, the smoking gun is the way they're listed.

Was the account sold to the CA?
Are the reported debt amounts correct?
    Is the fall-off date correct?
(This is determined by the date of first delinquency).

The DOFD does not change - even if the account was sold to the CA.

Yes, the DOFD is always the same. Is the CA, however, bound by the same reporting limitations as the OC?
