   What's to stop the CRAs and CAs from simply ignoring letters, CMRRR or not?
   
   Can they not "lose" the letter as many times as the feel like it?

   They can lose them as many times as they like, but you have proof they received it, so that argument does not go far.
   
   They can ignore the letters, as long as they stop collection activity.
