Recently, I had an account go over the limit because they added an over the limit fee! Moral - don't get to close to your limit - the companies will add the fee in order to make you over the limit!
RE: over the limit because of that's illegal. I am sure there was an actual charge that brought you over your limit. Check your statements and look closely at your transaction dates.
