If an OC sends partial validation after you send val letter to CA, do you respond to either the OC, CA or wait to see if they will send additional validation?

If they believe that the partial validation is 'complete' (THEY DO), then you need to immediately tell them otherwise. Because, if they believe that they have provided you with the requested validation, then they can resume collection activities under Section 809(b).

The question is what didn't they provide, did they only provide a handfull of statements, and not a complete accounting of the file, did they not send a signed application, or contract, and the agreement which created the alleged account?

If what they didn't provide is one of the above, then they may have not completely validated.

    They sent statements only.

Based on what they sent, or didn't send, can you determine whether the amount they are trying to collect is correct and legitimate?
