    Do these transactions register as purchases or cash advances if you use an Amex credit card ?

    always mark the type as "GOODS".

    Quasi-cash and cash are considered cash advances.

    So If I wanted the cash, I could just pay myself in terms of goods for $3,000 , thus getting cash instead?

    correct. It's all in the "coding"

    Make sure you make up an actual "good" too.

    Sorry about the confusion, what I meant by my original question was if I purchase something from a merchant who only uses paypal for receiving payments, woud the purchase be treated as a purchase or cash advance ? On the merchant's website it says that the charge would simply appear as "paypal" on my credit card bill.
