I guess what I am asking is how can someone sign for a letter of validation if I send it certified and no one is at the PO Box? Don't I have to have a physical address to dispute and ask for validation of charges? The Debt Collector's address is listed as a PO Box.
Someone from the company has to go and get the mail from the PO Box. The Post Office will leave a notice in the box for the person to come to a window to pick up / sign for certified mail. That is how it works
I have sent 50+ CERTIFIED R/R and all but 2 of them to a PO BOX!!! The 2 that didn't have a PO BOX was to my IN-LAWS and MY PARENTS at street addresses!!! ALL OF THEM WERE RECEIVED...PO BOXES TAKE A DAY OR TWO LONGER...SOMETIMES UP TO A WEEK LONGER...BUT THEY GET THEM!!!
Almost all CA's list a PO BOX in their correspondences. They still have to sign for them. There are a few of them which people have reported won't sign for them; but those same CA's won't sign for ANYTHING... In those cases the envelope is like gold. You have proof that you sent them the communication, when it was sent, and when it was REFUSED. They can't say they were not notified when they refused to accept it. The same applies if you mail to the address listed by the CRA, and it gets RTS'ed. How could the CRA have verified with the DF, if the DF's mail is RTS'ed?
