thanks for the research Jam. Sounds like they are paying for mailing addresses, which really irritates me! I called the CRA today, and even though I did an opt-out of all 3 CRAs months ago, one "forgot" so they've put it back on. I'll see if these soft pulls start to slow down to those I recognize, like car insurance.

Does this meet FCRA's requirement to provide history of inquiries to the consumer? It hides possible PP violations, and is not a complete record of all information in the consumer's file.
ontrack: Probably not, since both types of inquiries are 'soft' and are only meant to be disclosed to the consumer. But of course, that would mean that to find out for certain, the consumer would have to sue either the furnisher (puller) for non-PP pull, or the CRA for not meaningfully disclose which type of 'soft' pull it was. The law only says that the 'soft' pull must be disclosed to the consumer, it doesn't say *HOW* they have to disclose it.
