Preapproved Shell card

I applied for the Shell MC and was denied a few weeks ago, and this is what I received in the mail today. The apr is 19.24% I want the Shell MC, not this crap!!! I wasn't approved for the card because they said my ratio was too high, even though it was 19% at the time. ?!?!?

I am positive, the rep told me they have their own scoring system and even though EQ had 19%, they had a different number.

I didn't argue, because I know Citi is notorious for pulling multiple reports if you ask for reconsideration.
