My phone company has a feature like this. It's called selective call rejection. I just enter the number I don't want calling me and it isn't allowed to ring into my line. I can store up to 30 numbers with it.
If you have caller ID, you can set anon reject on/off. The default is off. If you turn it on (*7something), it will give a message to any "private" or callers who block their IDs to dial *82 first so they can reveal their number. You may not always get the name, but you will get a number for everyone who calls. They literally can't through otherwise, and it's a free feature if you've already got caller ID.
I have this feature turned on but there are still calls that come through as "unknown Caller". With my telephone company, this feautre on works for blocked calls.
