I don't know what you mean by blocked but Promotional inquiries are not supposed to hurt your credit score and if you don't want promotional credit card offers you should opt out by calling 1-888-5-OPTOUT (1-888-567-8688).
I did call the opt-out number. My account is noted as blocked from promotional inquiries... yet one showed up the other day... Parul
PRM inquiries are not supposed to hurt your score. Some question whether that's really the case though.
