   On February 3rd and again on April 10th, AT&T Wireless did a promotional inquiry on my Equifax report. Yesterday I got a preapproved cellular phone offer in the mail from them.
   
   That's the first I've seen a company do two promotional inquiries for one offer. I don't need a phone right now and won't be replying to their offer.

   In 1999, First USA did 2 promo's on me within a 2-3 month period and I never got an offer.
